About Communities in Charge

Communities in Charge is California’s market-accelerating, light-duty electric vehicle (EV) charging incentive project funded by the California Energy Commission’s Clean Transportation Program, implemented by CALSTART, and supported in partnership with GRID Alternatives and Tetra Tech. It provides incentive funds aiming to help set participants up for success before, during, and after the charging stations are installed and commissioned.

  • Communities in Charge will fund projects up to $3,500, or 75% of eligible costs, whichever is less. However, Multifamily Housing project sites, project sites for Tribal government, Tribal entity, or non-governmental organizations serving Tribal communities will receive an additional $3,500.

    *Please note, that 50% of approved projects must be in Disadvantaged Communities (DAC). Refer back to the Communities in Charge website for more information.

  • An Applicant to Communities in Charge must be the property owner, their authorized leasee, or their authorized representative seeking incentives for eligible costs incurred towards the installation of level 2 EVSEs. Additionally, all Project Sites are eligible. Sites may be for private, public, or mixed use to allow flexibility for their site hosts.

  • Through stakeholder outreach and community engagement, CALSTART has identified multiple Project Site types which provide unique value to the communities they serve. These prioritized project types will be awarded extra points in the scoring rubric. Community Connections include:

    • Multifamily Housing in Charge

    • Workplaces in Charge

    • Local Governments in Charge

    • Nonprofits in Charge

    • Healthcare in Charge

    • Schools in Charge

    • Congregations in Charge

    • Tribes in Charge

    • Must be ISO-15118 “Hardware ready” through self-attestation on their manufacturer spec sheet by 7/1/23.

    • Must comply with AB2061 uptime requirements (yet to be defined) as of 1/1/24.

*Please note that Communities in Charge incentives may be combined with BAAQMD and other grants however, it may not be combined with California Energy Commission funding for EV charging infrastructure, Investor-Owned Utility (IOU) incentives for EV charging infrastructure, and incur costs before program manual is issued (12/23/22).
